Randy Whitehead, Senior Manager of Underlying Rights and Regulatory Affairs, leads LSC’s underlying property rights, regulatory affairs, and various other related legal and business matters, helping expedite network development and overcome barriers to progress. A 35+ year veteran of the telecommunications and real estate development industries, he is well versed in telecom legal, regulatory, and financial matters including real property law, infrastructure real estate development, finance, entitlements and network construction.
During a career spanning more than three decades, Randy has built a stellar reputation characterized by integrity, honesty, and a strong work ethic. He is well-known in the industry for going the extra mile. His experience spans myriad jurisdictions throughout North America and includes 20 years of senior roles in the law departments of Zayo Group, 360networks, as well as over 10 years supporting legal, network development and operations departments of telecom and design-build clients, through his eponymous consulting firm, including Windstream Communications, Vero Fiber Networks, Ripple Fiber, Ledcor, and the Jefferson County Emergency Communications Authority, among others.
Randy is a member of the Federal Communications Bar Association based in Washington, D.C., and the International Right of Way Association based in Gardena, California, holds a Bachelor of Business Administration degree in Finance & Economic Geography, and is a supporter of Habitat for Humanity and The Gideons International. He is married with two children and enjoys golf, spending time with his family and cultivating cacti.
